i recently bought a used ps2 at gamestop and it works fine. But a i can't get it to play anything over a pg 13 rated movie. Is there any way to fix it?

Whoever owned it before you set the parental controls that way. You can reset the parental controls via some byzantine button combination which escapes me at the moment.
Try calling 1-800-345-SONY and ask them how to reset the parental controls.

The password for the parental control reset is 7444.
