I picked this up today for my little brother for 4.99 at target today. I have installed it and direct X 9. I have restarted my computer and such, but when I go to play it, it goes to the konami page. Then to Konami of america page, and then a renderware page; and then it reverts back to the desktop. How can i get it to play?

I'd suggest to look for some TMNT Melee support sites and update everything, and if your running XP check to see if its a 98 game or something. You may need to change the properties of it so it runs in 98 mode and is more compatible.

You mean your getting a crash to desktop problem? Sounds like it. run dxdiag from the run option and test your Direct X.. Also load up another 3d type game and see if that works. It sounds like you might have corrupted DX when you installed it from the game CD. I always ignore any options to install DX from a game ...
