my comps on crack and control panel isn't working - help

When I click on control panel my screen turns white then everything comes back to normal and control panel doesn't show up.

anyone know why?

Unbelievably weird. I honestly have never heard of anything like this. Have you tried a different monitor? Different RAM? Can you access Control Panel through Windows Explorer (My Computer, etc.)?

I did but never worked and I have no clue what the hell is going on.
I hate my computer.
