Wi-Fi fees???

I dont know much about Wi-Fi, so when I was reading the multiplayer section in the manual of the psp game Socom I was little confused because, in little letters it said player responsible for wi-fi fees. What does that mean? From my understanding I thought Wi-Fi was free.
