...for items they don't receive when they have? I'm just curious, since Ebay and Paypal seem so buyer biased, as to what would happen if the seller had proper documentation of him/her shipping the item, and a Delivery Confirmation number that shows that the item was received. What would happen? Would Paypal just be like OH WELL YOU DID SHIP IT and move on or would there be punishment against the buyer who tried to get their money back through a dispute?

No punishment at all as it is technically their right to file a dispute. Sometimes delivery confirmation will claim an item has arrived, also, when it has not. I have had several packages that delivery confirmation claim arrived when I know they did not. Its a very difficult topic to tackle so that makes it really pretty much impossible for there to be any sort of punishment on a buyer. It goes the other way too, though. As long as a seller refunds the money, there is no action taken against them either. Unless, of course, you are running a scam organization and have a ton of complaints.
