If it were me, I'd probably take it, since it's only about $8 in cash with my credit there. Get a GC case for a dollar, print out the cover, and all you need is a manual for a complete copy.
Hell, if you know the guys at your EB or GS, they might give you a case and manual from a copy they have, God knows they piss me off occasionally by doing that for others (*cough* Metroid Prime: Hunters *cough*)

Go for it. Are you a Zelda fan? If so, those things aren't getting any cheaper. I recently found it complete in a pawn shop for $10 where they didn't know what they had.
