It looks legit. The domain is linked from paypal's website. I think someone just figured out that after you enter your phone number for their new mobile service that it links you to a generic sweepstakes website. That and the fact that you can't really do anything with just a paypal email address anyway.

It's not a scam since you can actually get to the contest through paypal.com, you just have to activate your mobile phone for paypal mobile first.

You can see the first line on the contest says "Thanks for activating your phone for PayPal Mobile."
