You probably need to use the swap trick (seems like codebreaker doesn't know how to burn/press a disc correctly).

"Put a ps2 game in and let it load to the ps2 logo screen and then pop it out, then put in your codebreaker. Don't let the game load past the logo screen before you take it out and put your codebreaker in."
