Creaing a game that will keep players coming back for more! - Modding and Creating

I did one similar to Survival Horror. But this time, I really want to emphasize user-generated content games. Resistance should really adapt this since in my own eyes, everytime I play Resistance 1-2 it somewhat reminds me of Halo's gameplay. Its weird but whatever.

Anyone have any opinions what "Ideas" that keep people coming back to play some more?
There are "Survival", "Modding and Creations", "Achieving", and more. I need specifics though. I'll credit.

Leveling up and unlocking shit.

Higher rewards should stand apart from the previous ones to encourage continuous playthroughs.

Randomly generated "rare" items are even better (i.e. you kill something and by chance (1/10000 times) it randomly drops a rare, highly desirable item)

I dunno just listing stuff that makes MMOs addicting, some of which have seeped into recent shooting games as well.
