Since I wrote about this, Katuba Ryu has gotten banned; for what, I don't know. He hasn't replied to my inquiry, so I'm guessing solving this problem via that route is out.

On the paypal side, I received an email saying that they are challenging the reversal, but then they charged my account $20 because:

"The credit card company has charged PayPal a settlement fee for this
chargeback. According to the terms of the PayPal User Agreement, we debited
your PayPal account to cover this fee."

So I challenged a $19 charge and received a $20 fee?! Why isn't Katuba Ryu getting charged for this?!

What should I do? I don't want to resolve my negative balance, but in order to use paypal, I'd have to. Like I said, this is ridiculous.

How the hell can a settlement fee be more than the original amount in question?

This happened to me with an ebay sale. I did some research and paypal is actually on the low side for fees for disputing a reversal. Online sellers are totally screwed if someone files a reversal claim with their CC company. IIRC, as a buyer you can file a claim up to a year (way more than 90 days in any case). B&M merchants are covered because they have a card swipe and/or signature, but online merchants bear all the risk.

In my case it was an international sale and I did not have any tracking, but provided a copy of my shipping label, customs number and insurance purchase all with dates.

It took a while, but paypal finally said they could not prove the dispute and dropped it with the CC company. I was lucky because I was covered under the seller assurance of ebay or somesuch so the reversal and $20 fee were refunded.

I did have a negative balance for over a month because I was so pissed I was not going to use paypal until it was resolved.

Yeah, I knew about this for a long time. I have been careful of some things with PP because of this. My friend told me this over lunch I believe about a year and a half ago, otherwise I wouldn't have known either.
