I found this over a year ago at a goodwill. I am not sure but from everything I can tell this may be a prototype NES game.

Looks like it as it has the NES-TKEPROM designation but I am not an expert. |

That is the title of the arcade game...not the NES one.
You may have something pretty cool there. You can do a Google search and look at some things that the prototypes have, such as their chips and such. Have you tested it to see if it works? The title screen might be the best test of all. If it says Rosetta Stone, you win. |

I have played it and it works great, the title screen does say Rosetta Stone

Is it essentially the NES version of Double Dragon III then or do things seem different at all?

It is, but it is the The Rosetta Stone version. This is the name of the version of the Japanese version. The North American was named, The Sacred Stone.
