Yes it is backward compatible with Wii games. But it also needs the wii controller and nunchuk to play them on the wiiU, since the wiiU doesn't come with those.

This was posted today about the transfer process between the wii and wiiU for saves and digital purchases. You'll need to have both systems at the same time to make the transfer.
