Actually no, unless he changes PS3, a normal hdd swap with a full backup/restore doesn't require you to deactivate or reactivate any account. Unless they somehow changed that in a recent firmware (post aug 2011 or so) I can attest to that since I've done it myself on several occasions. The problem occurs when you need to change PS3.
