Because the NHL owners get what they want out of him - more people buy into "both sides are at fault" tripe than they do seeing the owners and league as being responsible for their own losses (due to signing bloated front-loaded contracts for way too long as well as their refusal to admit they need to move from cities where they can't turn a profit, like Phoenix).

No matter what CBA is signed, the PA will be giving up *something* to the owners, meaning the owners win. If 50/50 HRR sharing seems reasonable to you now, you're incidentally supporting the owners taking money from the players to cover ownership-level ups. If you decry the PA fighting back as "millionaires fighting with millionaires," you show an incuriosity to the true power play that is going on. And if you think "why don't they all just shut up and play hockey," you don't care about an ownership-level power play that s the players for the sins of the owners.

And that apathy, dear friend, is why Bettman keeps his job, and will keep his job.

Let's be honest - the 8 teams keeping the lockout going to the chagrin of the other 22 teams are the villains here. Jeremy Jacobs and Ted Leonisis the worst of all. The NHL having a vote (via PHX) is an enormous conflict of interest that should not be allowed. Allowing 8 owners to dictate what 30 are required to do is a frighteningly low threshold - just over 25% is all it takes (compare that with 700+ players voting for a disclosure of interest vs. ~52 against).
