I started a thread about it in the official support forums, but in classic Sony form, they rarely ever respond. Nor has anyone from Digital Leisure.

I got it yesterday too at around 3 pm. It should say in the casino information booth what the reward is. Anyways, it's random, as I spent around 370 chips before I got it. someone else I know spent almost 1 thousand chips before they got it.
Also, it's not Sony's responsibility to respond to something Digital Leisure is responsible of taking care of. DL has their own website and support staff that looks into things like this. However, I think it's working fine, as I got it and people are getting it today too.
