You sure are making this complicated.
Yes. If you get it on Steam you get the game tied to your Steam account and you can still take your key and register it over at Origin. The individual DLC doesn't register to Origin though, it just shows up there that you have Dragon Age Origins: Ultimate Edition, which of course
includes the DLC.

If you want DA:O on Steam you will have to buy it there. Steam EA games can often be activated on Origin as well but the reverse is never true.
There's probably not a ton of benefits to having it on Steam other than just having it tied to your Steam account with most of the rest of your games, assuming the bulk of your collection is there.
