Comparing production costs of the actual software then and now is laughable. Back then, yes, cartridges cost more to produce, but games also had far lower production budgets, far less staff, programmers ,etc. Today, the media costs pennies, but you're looking at $20M+ budgets. GTA4 had a budget of $100M.
