I'm pretty sure this is the cheapest I've seen the PC version on sale for so far, anyways I finally broke down, I was specifically waiting for <$30 but this was close enough.

A GoTY equivalent version is a sure thing but that'll be available late this year at the very earliest, and will cost more than $30 either way.
