Could it be that they're out of codes? In other words, the preview rewards program probably has a budget set internally by MS. They then have to use that budget to purchase the Microsoft Points right? They can't just "generate" codes because when you make a purchase, the developers are getting real money. Therefore, if the program suddenly became very popular (which it seems to have become) it is possible that they ran out of money to buy new codes with for now.
