A state having revenue is a joke and contradiction in terms - states don't make revenue, they take revenue generated by its citizens.

Revenue shortfalls come primarily from government overspending, inflation and unrealistic forecasts of so-called revenue. Government shouldn't be spending money it doesn't have and it shouldn't be taking it in the quantity it is.
