Revenue shortfalls come primarily from government overspending, inflation and unrealistic forecasts of so-called revenue. Government shouldn't be spending money it doesn't have and it shouldn't be taking it in the quantity it is.

No worries, though. The 'genius' American populous keep voting in people that spend money hand over fist that we don't have to spend. Take a look at what's happened to our national debt in the last 4 years. It's kind of hard to argue with numbers...
