The All Stars comes free with the Uncharted 3 Bundle, so it should be a regular retail copy of the game.

If you check the website, the bundle is on sale for $189.99, while the non-bundles are $165. Maybe in-store is different?

The 3DS XL Mario Kart bundle is included. I bought one this morning.

The signs at the store said the sale price was $170. I thought I would have to price match them with their own ad, but at the register the price appeared as $165.

There is no "Vita code". The Vita version has to be redeemed with the PS3 disc on the PSN account that you want the Vita version to go to.

They have the Skylanders Gaints on sale for $49.99 as well. I'm getting the Wii version for my son and a few Skylanders.

Yup, they are. Got 3 out of the 4 Giants available now. 30 bucks for 3 isn't too bad, essentially making them the price of a regular character.
