Does your monitor not have a vga input?

Assuming that it's not your monitor (you can easily check that),

Likely a bad stick of RAM or as you said, video card. Try removing all but one stick of RAM, swap it with one other stick, and also try the two in a different slot (the bad slot could cause this). Usually bad ram causes blue screens but I've seen it do other odd things before.

If your monitor doesn't have a VGA port, almost all flat screen TVs do. Try hooking the PC up to the TV to check the video card.

I actually played a bit of BLOPS2 today. Had quite a bit of fun. Definitely don't feel as serious playing it as other shooters though.
