Well, it depends on the two people, but most of the time a fee isn't charged. Out of my many times using PayPal, only about 3 of those were cases in which a fee was tacked on.

There's a small fee when I pay someone in US funds from my Canadian bank account, the fee is much higher if I use my credit card as a funding source, so I don't. And that's with gift payment. It's only like a few cents though.

Last time I tried sending a gift it charged me a fee - regardless of if I did a bank transfer or cc (the cc fee was much higher). Might be because I have a merchant account?

Possibly. I haven't looked into what makes them decide to tack a fee onto a gift, but I have a "premium", or whatever it's called, account because I use PayPal so damn much.
