I'm guessing these are the instructions here he's referring to.

Looks like you can't purchase this DLC outside of the complete pack, other than changing the .ini file, according to the wikia page it was never available on PC sold separately.

No it doesn't - I bought it in the Disney Family pack last time it was on sale.
