Nope, its worldwide like most of the games. If not you should be able to choose witch region you want to connect to deafult'ly. Im waiting till the 23rd for sure, wanted to get FC3 today but since their doing a discount imma wait.

Yes, the activations are limited but totally not related to the actual running of the game.
