The other 1.5 GB is basically to build the indexes and structures for the storage mechanism. All storage devices have to pay this tax, from computer hard drives to anything else. To wit, a 32 GB Vita memory card only has 29 usable Gigabytes.
On average, 10% of a device's advertised storage is not usable to store things. Someone correct me if I am wrong with the numbers. |

It's advertiser's deception or something. I though the number difference was based on how computers count numbers, like on base 8. Normally things are counted by zeros, but not data. 1 thousand bytes is not 1 kilobytes btw.
