Problem with LA Noire (Digital Download).

First off, I know this is not a technical support forum but I thought that I would post it anyways thinking maybe someone can help me or knows a workaround.

I bought the Ultimate Edition of LA Noire off of PSN and let it download and installed it. I played the game and when I got promoted to Homicide the game said "Homicide Desk not installed" and then asked me if I would like to go to the PS Store and download the Homicide Desk. At first I thought this was a bug but it turns out the digital download only has the first two desks this is coming straight from Rockstar. It says that the other three must be downloaded in-game so I started the game and opened the PS Store and next to each desk it says "Owned - Get Content" as it should so I clicked download and it says "no content was found". It say's that for all three desks and every single piece of DLC (except the season pass).

I contacted Playstation and the first response was someone telling me to make sure I was on the account that purchased the content (obviously) and to check download list and services list. I responded to them explaining my problem in simple terms because they obviously had no idea what I was talking about. The only things that show up in download list is the DLC and the initial download containing the first two desks.

So, I received a second response and the person seemed to understand what I said and said (exact words): "Unfortunately, I would need you to contact Rockstar games for this information as this is an in game issue. We only do hardware and technical support for the PlayStation®System itself and any in game questions will need to be directed to Rockstar. I have provided their information below."

I don't see how he can say it's a in-game issue when the problem is with the PS Store. Rockstar says the other three desks also have to be downloaded in-game on the 360 version but yet it works fine on 360 from what I've read on the 360 forums.

Anyways, I contacted Rockstar and am awaiting a response from them but I'm afraid they will just tell me to contact Playstation and this will end up never being resolved.

I know it's a long shot but does anyone here happen to know why this may be happening? Or have any ideas on how to fix this? I've tried redownloading three times, resetting the modem, changing from wireless to a wired connection, and running the game without any DLC.
