I want the XCOM DLC to be discounted :(

If Amazon pricematch Resident Evil 6 I will instant buy it, im getting tired of the "cannot complete order" in GMG every single time.

1. Just for the record, VPNs, or using one for that matter, is not illegal.

2. You are very right on the second point, VPNs are Steam transactions don't mix that well, purchases, activations, bypassing regional locks etc...
Anybody attempting to do so will be genuinely putting their accounts at risk.

Is CAGROCKS the $15 credit for pre-order followed by a $15 credit after the game is actually purchased?

Yeah, so in this case, using one of the bundles (all $24.99 pre coupon/credit) the cost is:

$18.75 with coupon only
$3.75 with coupon and credit

Again, we'll be evaluating the credit closely and may change it early.

Asked because I was considering buying Bioshock Infinite and Tomb Raider. Will I be able to pre-order Bioshock Infinite tomorrow and enter CAGROCKS to save 25% on it and then get the $15/$15 credit to use on Tomb Raider? Or does the $15/$15 credit have to be used on two different orders?

The $15 is for 2K products only.

Do you know if they abandoned the MLB series for the PC? I see 2K13 pre order is available for consoles, but nothing for PC.

I bought Hitman A, even though it says in the OP that it does not activate on steam, the the DL page it says it does? Confused and I can't check it now, my new PC will be here tomorrow. Also I see nothing about Win 8 does anyone know if Hitman A will run on win 8? I hope it runs on steam that would make things easier.

That's a huge list of games. Good deals on EA titles although I wish they could price match BF3 on Origin.
