WTF at Paypal: Limited access?

I haven't used Paypal for months, but I got this email from them, then checked their site to see if it's legit, and it is:

"Dear (my name),



As part of our security measures, we regularly screen activity in the
PayPal system.
We recently noticed the following issue on your account:

We would like to ensure that your account was not accessed by an
unauthorized third party. Because protecting the security of your account
is our primary concern, we have limited access to sensitive PayPal account
features. We understand that this may be an inconvenience but please
understand that this temporary limitation is for your protection.

Case ID Number: XXXXXXXX


For your protection, we have limited access to your account until
additional security measures can be completed. We apologize for any
inconvenience this may cause.

To review your account and some or all of the info:rmation that PayPal used
to make its decision to limit your account access, "please visit the
Resolution Center. If, after reviewing your account information, you seek
further clarification regarding your account access, please contact PayPal
by visiting the Help Center and clicking "Contact Us".
We thank you for your prompt attention to this matter. Please understand
that this is a security measure intended to help protect you and your
account. We apologize for any inconvenience.

Sincerely,
PayPal Account Review Department"

I checked the site and I need to change my password, change security questions and answers, and confirm my location to have full access to my account. It says there haven't been any transactions in the past 7 days so where did they get this from? I haven't used it in months. Anyone else get this?

Hmm...never seen that before...and I go long stints without using it. That seriously smells like a scam. I've seen stuff like that many times before.

Now, how are you sure that that's a legit message? Go to paypal.com yourself (type it manually; don't follow any links to get there), log in, and see if this message is still there...

And make sure to follow mtxbass1's suggestion below.

I smell scam. This happens quite frequently with paypal and eBay. Forward the email to spoof@paypal.com . They will then tell you if the email is legit or not.

This appears to be spam. No website would ever ask you to change your personal information via email.

DO not fill it out!!!!!!

People send this to you so you put your info in and they take it. I got a couple of these before. Go to paypal and read about the fake emails. Plus at paypal there is a link to forward this email to as a fake. They are trying to catch these people.

Depending on what email program you use, if you hover your mouse over the 'click to' link, you will probably not see this:
https://www.paypal.com./etcetc.
You will probably see
https://314.5.12.5.1/ or something.
Sometimes the numbers come after the "paypal", and the actual link its directing you to is quite long. usually, if you get that, that's a good sign it's a phishing bastard.
However, a lot of the other links in the email, are 'real', that is, they direct to Paypal.

Also, was it addressed to "Paypal Customer" or "Your Real Name". If it's legit, Paypal would most likely know your name.
Definitely:
* forward to spoof@paypal.com
* go directly to www.paypal.com and check your account, never click the link.
* email them directly if you have any more questions.

Bingo. If you clicked a link in that e-mail and typed in any info, consider it compromised.

Change anything you gave them ASAP. I hope you didn't type in your soc number through a link from that e-mail.

If you typed www.paypal.com in a browser yourself, then I guess it's legit. But that looks like a scam to me.

BTW, you can forward e-mails like this to spoof@paypal.com

There was no link in the email, and when I went to www.paypal.com through my browser and typing the link in it it did say that I had limited access. But it doesn't make much sense at all considering I haven't used it in months.

Yeah it having your real name made it seem a lot better than any scam e-mail I've gotten, but the rest of the language really looks like a common scam e-mail. Definitely just forward it to PayPal (include the headers), they should respond fairly quickly and let you know if it's legit or not. I think it's PayPal's policy to not put a link in their real e-mails so that's another thing that makes it seem legit.

Contact their support and see why your account was limited. I've contacted them before (through e-mail) and was surprisingly impressed with their response.

Did you go to the 'Resolution Center' mentioned in the e-mail? (I don't know what that is.)
