No idea about Madison area. The Psyclone Tiltsense controllers were at Green Bay Goodwill a while back (near Christmas?) for ~$4. I ended up returning it because it took AAA batteries.

If you think it's freezing because the disc is scratched, and the scratches aren't incredibly deep, you might be able to get it resurfaced for ~$1-3 and eliminate the problem.
Green Bay Shopko on Military has ~7+ e-Readers (new in box) for... $39.99. I'd like one, but hopefully for a few dollars less.
Also, the Video Game Kingdom is closing up their B&M shop (to become an online store). N64, PSX and Genesis games are 50% off, but there isn't much to pick from...
FYI, the K-Mart in Green Bay East has a number of small "universal remotes" for the slim PS2 and XBox 360. $1.50 each, including AAA batteries.
Also had a few Intec PS2 multitaps for $1.50

FYI, West Green Bay Wal-Mart Supercenter has $17 "2000 Wii Points + Classic Glove", and $15 "Elite Beat Agents + Accessories" in their clearance aisle (not near electronics)
Sorry I missed this post before; RE:UC was indeed on the east-side FV (on Main St). I think they had 2 copies last Thursday after I got mine; not exactly flying off the shelves, but I can't promise they're still there.
