Eligible States: AL, AR, AZ, CA, CO, DE, FL, GA, IA, IL, IN, KS, KY, LA, MA, MD, MO, MS, NC, NH, NJ, NM, OH, OK, PA, SC, TN, TX, UT, VA, WI, WV, WY
