I purchased Guitar Hero III and a few other games from overstockdealz.com and had no problems. It's the same with any company selling used games. People have had horror stories from ordering from gamefly as well.

I got GTA4 (360) on ebay for $26 shipped. That's probably your cheapest option. Ebay is super saturated with GTA4 copies, just be patient and you can get a good price.
