Thanks for the insight, I will definitely grab that PSU, that's one part of the computer I know very very little about. And I think I'm doing ok on price, I'm at just over 500 right now, which is right on budget, plus, the PSU you linked is only marginally more than my current selection.
Also wondering, am I going to need to buy extra case fans at all? I was reading a few reviews of different things on Newegg and people are talking about having 6 or so fans, and I wasn't planning on more than what was included with my items.
(I can't answer your question about the Windows upgrade, I just don't know)
Of course, you can always shop around more, get more opinions about PSUs. Does it have the wattage you want/need, AMP, modular or not, price. That type of stuff. The one I linked is a very good PSU at that price for your medium computer builds and should work for your current proposed build, but you should always make that decision for yourself.
Case fans... depends on the case, depending on how you want to use your computer. If you're going to be overclocking, using a lot of programs that is processor heavy, GFX heavy, then you do want good cooling. Looking at the case you linked http://www.newegg.co...N82E16811154095
it doesn't seem case fan friendly. The sides may or may not allow fans to be attached, and the rear fan is only 90 mm...

Front fan, 120 mm rear fan, optional side fan. which should be more than enough for your build. General rule of thumb: front fan, large back fan should be fine.
