How do you upload a gif image?

Whenever I try to upload a gif image it doesn't movie it at all.
I've also tried to upload one right now that is about 5Million Bytes And it says at least 19.5 in the information So I was just wondering how I can do it.

i think you might have to be a certain "rank" to have an animated avatar. ie. meet the post/join date requirements.
