As specialist indicated, SFIV->SSFIV wasn't a minor change. It was a completely different game. It was a huge jump, and the price tag associated with it was completely justifiable. It wasn't just $10 worth of stuff there. And SFIV wasn't setup to be updated via DLC like SSFIV was. Even the costumes were already on the disc.
Anyway, Arcade Edition IS a $15 patch right now. So, what you're asking for already happened. You're not going to get content for free (unless the company is awesome like ArcSys Works for BlazBlue). That's just wishful thinking. Is it worth $15? Not sure. Maybe. Dependent on the user. But you can get it for sale down the line if you really want it.
It makes me roll my eyes when people post that they're waiting for "Super Turbo Ultra" Edition down the line. No, you're not. You're just trying to be funny. You'll either pick up this version on sale later, or you'll scoff at the next version of the game with the same tired joke.
