It's been this price from the developer's own website for a while. I don't have the link handy, but I'm sure some other CAG does.
 
Yes, it's like a visual novel. You read a lot and then you do a puzzle room. Read some more, puzzle room. And then when you start to get really into the story, it punches you in the balls and gives you a shit ending since they want you to replay it over and over again until you eventually get the true ending.

Yes it was out of stock on the Aksys store for awhile and it's in stock now but after the store redesign they now charge shipping so Amazon is cheaper right now. Here are Aksys 2 shipping options for 1 copy of 999:
