Wii U Virtual Console from Wii

Say I transfer Wii Virtual Console games to WiiU. Does WiiU have a place to redownload them for free or are they going to tie them to my Nintendo id at some point instead of tie them to the WiuU console?

You can redownload them from the Wii Shop in Wii mode. Future plans are unknown.

How can I protect my VC games? I have them on Wii.
