Tropico 4 (PC Download) $4.99 at gamestop.com

Beware. Tropico 4 is not Steamworks and the DLC (on sale along with the base version of the game) won't work with the Steam version of Tropico 4. I looked it just now because I would have bought the Vigilante DLC had it been compatible. From a cursory bit of googling, it doesn't seem like it would work.

This is a great game, especially at this price.

try and submit to amazon for pricematch?

They've recently released a complete version. Only a matter of months or even weeks before that is about this same price. I think the msrp on it is $40.

Tropico 4 is an awesome game.
