Paypal dispute after 45 day window

Sort of long-ish story, but I'll condense it the best I can.

Back in August, I pre-ordered a key for Watch Dogs on pc from a site called OnlineKeyStore.com, where I'd done business one time before. Once I found out that the game was going to be pushed back, yet again, I requested they cancel the order and refund my Paypal. Their site clearly lists the terms for a refund and this more than qualifies.

For more than a month now, they've "pretended" to help me by promising a refund and never delivering because there was some error in their system and , "oh, it'll be 5 more business days" before I get my funds. Obvious bullshit. I've tried to open a Paypal dispute, but they close the case immediately because of the time frame. The only thing I can think to do now is file dispute/charge-back with my bank, but I'm worried that'll hurt my relationship with Paypal, which I use frequently. Does anyone else know what options are available to me?

In all honesty, I want to put this on social media and pressure/force these assholes to give me my money back, but I'm not sure how to go about it.

Dispute with credit card company, now. Don't wait any longer. As long as you don't do this often, you won't hurt your relationship with Paypal.

I had to do this once after they denied a claim because the claim started out not received, and then became SNAD. They denied because of the first claim of non receipt. A quick scan of product to Amex and I had my money back that day.

Have you actually called Paypal directly about this issue?

I find it is incredibly helpful to call them ahead of time before I open a claim/dispute, and it also makes the case go a lot faster since if the seller doesn't respond they can just expedite it for you since you're already on record giving them advance notice about this issue.

I thought this might be my best avenue, but trying to explain the situation of pre-ordering a digital item is more than a little hard to explain some these people. I've had to file a dispute before, years and years ago, with my bank and they're very fast and thorough with returning money to an account. Guess I'll go up there today.

I have not, but i doubt they'd break their 45 day dispute policy simply because I made a phone call.

Do they have a CS help line? Most tellers/bankers at B&M banks are more or less salesmen, not customer support. 

I find it hard to believe that there's a bank out there that doesn't protect against stuff like this, even if it's a local bank.

This is a small, but decent bank. They have 2 locations: A main branch and a smaller checking/savings withdrawal location. Because of the time frame (nearly 4 months) and the type of transaction (ACH debit) there's little they could do. I worked at a bank back East, several years ago, and apparently the policies haven't changed much. Maybe if I'd used my Mastercard or Amex through Paypal, I might, maybe have a recourse, but since I linked my bank account and paid through e-draft, their hands are tied.

It's mostly, though not even entirely, my fault for waiting so long to take action apart from contacting the company.

I just went to that site and it's an orange ranked WOT site and Chrome showed me a warning that the site tried to change my cookies. Those are probably pretty good indications that they're not the most upfront retailer.

They've done it for me multiple times, so you never know unless you try. ;P
