I grabbed a copy for my collection, game is also in English. It's a uncommon title and a little on the rare side for this particular version.

It's a bootleg. eBay and Alibaba is flush with reproductions of Mega Drive/Genesis games. One seller even had multiple copies of Wild Guns.

Check the seller's sold history, the punisher was missing a key graphic on the box label and each cart has a indentation/notch on the left side and why would megadrive release in jap have a hang tab? You can notice the side of the box where it closes is a slight different from what we would have.
