Coaxial to A/V Converter?

Does anyone know of a decent (and preferably inexpensive) converter to turn a coaxial signal to an A/V (R/Y/W) signal?
 
The cheapest I honestly think is a VCR. Luckily it's yard sale season and you can find a decent Goodwill for a few dollars as well.

I'm not joking or anything. I was in that situation a few years ago, and a VCR was the best I could find. I was running my cable TV through a TV that had the coaxial jack broken off. It worked just fine for me.

It doesn't even have to play tapes, just as long as you can select the aux output, whatever comes in will go out that way.

 
Is this for an Atari or pre-NES video game system? If you do have some technological knowhow, you should consider building a circuit that converts video signals to composite.
