Best Quality Cheap Headphones?

You can't go wrong with the $20-25 pair of Sennheisers on Amazon.

Earbuds you mean? No idea.. I just use the Samsung ones that came with my P2, and they work great. =/

Some people swear by the Skullcandy earbuds. Other people think they're crap.

They're prolly pretty decent for the price range tho.

If you can go a bit higher, the PK2s are even better. I wouldn't go for a PK1 unless you plan to use them with an amplifier.

By "best quality", I'm assuming you mean best-sounding. Don't be put off by the fact these are sold by a Chinese website and have very plain looks: they really do sound almost like a full-size headphone. However, while they are pretty well-constructed, if you meant that you wanted durable earbuds, you might need to look elsewhere.
 
I personally prefer the Soundmagic Pl-30s... there's a rather extensive thread on head-fi (link) about the quality of them, and quite a few users tout that for such 'budget earbuds', the performance is well above the price range. Just read through the thread for more info.

I picked mine up for about $25 USD on Focalprice, though it took them a few weeks to ship. Mp4nation.net is a few dollars more, though they offer a better value as you get a free Fiio headphone amp with purchase of the pl30 (if you're also in the market for one of those).
 
I recommend Sennheisers. I did some searching through reviews and such when I wanted some earbuds and they seemed like the best choice. I forget what model mine are but I compared them to a friends skullcandy buds and the clarity of the music was much better on my sennhesiers. Skullcandys have booming bass but sound quality suffers, so if you like rap and booming bass, you'd probably like skull candy, but I think sennheiser is the way to go.

Also, mine were originally $90, but were on sale on newegg plus a mail in rebate so I got the for only $10
 
Damn I didn't realize Sennheiser was a good brand. Sears had a bunch of their headphones on clearance for 10-20 bucks. All gone now though :(
