The companies making the games set the prices, not Sony and MS. They take a cut from each copy sold, and it's likely very similar for both services.
That being said, games go on sale for 50% off on both services all the time. After Burner Climax is on sale on PSN right now for $5, and that's an entirely original game. $5 is not at all a bad price for a game, considering simply renting a game would cost you that much. I'm more bothered by the $15 and $20 prices some games are seeing as of late.
