According to someone on the Rift forums, you get this by purchasing the base game:

  • Six character slots per server,
  • Five unlocked bag slots per character,
  • One month patron status, and
  • 7,000 Loyalty points because of the above one month Patron status.
It sounds like buying Storm Legion gets you the base game as well.
