USPS shipping question

Since USPS has banned shipping lithium batteries out internationally, I still see sellers shipping these out(NDS w/battery for example) and listing USPS as the shipping option.

The reason I am asking is because I want to ship out a watch internationally but the watch contains a lithium button cell battery(cant remove it, seems to be soldered in).

Is there some loophole I'm not aware of? Is it safe to ship?

I think you can ship via ground.

USPS doesn't have an international ground service.

I didn't intend to imply they did. I was suggesting using another shipping service.
