I know this might be a question overload but if anyone could give me an answer it'd be greatly appreciated.

It was out in Europe months before they squeezed out this pathetic US release. It was done and has been done. They even region locked the 360 versions even though they have no plans to release them anywhere else. Gee, that's fair. Oh, and censorship blows no matter how minor it is.

It is possible that email reservations for any game may be a reality soon.
