Got some more info for you guys. Apparently if you bought the gears of war 3 controller and redeemed your weapon skin code before September 9th you get Adam Fenix with the 5 infected omen skins. Apparently there was a mix up over at Microsoft and they basically put the codes in the same pile...

So, just saw this over at the epic forums. Looks like we need some updated info on the unlockables, apparently a lot of skins you actually have to PAY for in the marketplace. However, Rod has confirmed that there will be a bulk pack to buy in order to get them all. More info here...
