Apple has a whole article about it. TL/DR: stuff bought on iTunes is an auto 4K upgrade when/if it’s avaialnle in 4K. If bought in 4k on a reciprocal service, or if other service upgrades it to 4k, iTunes version will become 4k. If bought in “HD” on another service, you only get the HD version...
