No, it isn't an expansion. It utilizes the same engine sure. If that is your definition of an expansion, then sure. But that's stupid. It has a full game's worth of content. Quit trolling.

I've always played the COD games, but once I played this new Battlefield I don't think I could ever go back to its simplistic game play. BF3 has its annoyances, but its a superior experience all together. Couldn't recommend it enough.
